Procedure: 

1. Prepare a 2% w/v solution of Sodium Tetraborate (Borax)
2. Purchase poly-vinyl alcohol based school glue
3. Dilute school glue with an equal amount of water (preferably warm)
4. (Optional) Add food coloring as desired to glue solution
5. Add 2% Borax solution while stirring slowly until desired consistency is obtained.
