Jason Harner Pallet Shelving We need more space to put stuff

Approve max $4k for new pallet shelving for machine shop, electronics, amateur radio closet/breaker room. 

In the process of ordering pallet rack components it's looking like we're going to total out around $3k. This is above my threshold to approve so we're asking for the board's approval to build out more shelving for storage and space optimization for machine shop and electronics/amateur radio. This would free up logistics room, free up machine shop floor space, and allow amateur radio SIG to actually have usable space.

I propose we add the following to the financial policy manual: 

Skill-Based Contests:

In order to build comradery among our volunteers, strengthen our community spirit, encourage everyone to learn and develop new skills, and promote the broader mission of the Dallas Makerspace (DMS), DMS may occasionally host skill based contests. These may include prizes (provided by DMS, funded by entry fees or donated by sponsors) for merit-based activities (i.e. who can build the best robot out of lego, who can throw the tallest pot in 5 minutes, etc.). Prizes must be awarded based on skill or merit and not on random chance. 

A committee may vote to hold a contest on their own if total prize value is less than or equal to $200. For larger prize values, the contest framework must be brought to the board for approval including details of: how are the prizes being funded, what is the plan for community engagement/PR, what is the plan for public participation (i.e. are there special provisions for the use of training required tools?), how is judging being handled?, etc. 

Current directors, officers, and their immediate families (spouses, domestic partners, and dependent children) are ineligible for all prizes. The chair and vice-chair(s) of the sponsoring committees are also ineligible for all prizes. Judges for a particular contest may not win prizes in that contest. The rules above apply only to prizes with monetary value. Directors/Officers/Judges/Chairs may win e.g. a high-five, a printed certificate, or a cool rock. 

Any winner of a prize valued at >$500 fair market value must provide DMS with a W-9. No prizes exceeding a value of $5,000 may be provided. 

Sponsors donating prizes may receive acknowledgment but DMS will not provide goods, services, or advertising of substantial value in exchange for donated prizes.

Motion To  Change Rules to this:

5.1

Outside Events 

      1. Outside events are defined as any event that is unaffiliated with DMS and not sponsored by a committee.

      2. Outside events must have a member sponsor and that member sponsor must be onsite from beginning to end of event.

3. Outside events must use the North Lobby Classroom unless prior arrangements are made with officers or board of directors. Arrangements must be made prior to the event’s approval.
      4. Limit group size to occupancy of room.
      5. Member Sponsor must ensure nonmembers must stay in the front lobby area, unless accompanied by a member or on tours.
      6. Member Sponsor must ensure all guests have signed a waiver.
     7. Any arrangements must be made by emailing admin@dallasmakerspace.org.
      8. All events must be posted on the DMS events calendar.
  9. Outside events must be open to DMS members unless prior arrangements have been made
    10. Outside events must not prop open any badge access door unless prior arrangement is made.

11. Outside events shall be scheduled no more than six months in advance

3rd Party Sponsored Classes No rules regarding 3rd Party Classes in Source

Motion to add the following text to Section 5 of Source Classes/Events

Dallas Makerspace's mission includes providing the community with opportunities to learn new skills and to make cool stuff. 3rd Party Sponsored Classes extend DMS's educational reach to audiences beyond its current membership by partnering with platforms that invest in marketing and student acquisition. In return, DMS gains exposure to prospective members through facility tours, class experiences, and direct introduction to the makerspace environment. This policy governs these partnerships to ensure they remain mission-aligned and do not create undue burden on DMS resources or membership. 

3rd Party Sponsored Classes 

  1. 3rd Party Sponsored Classes are defined as classes that use a 3rd party entity to market/register/collect fees for a class held at DMS.
  2. The 3rd Party entity must be approved by the Board of directors, email Admin@dallasmakerspace.org to request approval on a new 3rd Party partner.
  3. Current approved 3rd Party Sponsor list is located (Need Location in Source to store list.)
  4. 3rd Party Sponsored classes must be taught by a member sponsor and sponsor must escort or appoint another member to escort any non-members at all times when in members only areas of DMS.
  5. Classes must be open to DMS members at a price similar to what the classes are offered to members through DMS sponsored classes.
  6. Classes that will be held in a committee area, must have approval from the chair of the committee, or from the board if the chair or vice-chair of the committee will be teaching the class or if the class will utilize general workshop or classroom space.
  7. 3rd Party classes are encouraged as a means of activating underused resources and introducing new community members to the space, they may not displace DMS sponsored classes or reduce DMS member access to shared resources. Teachers must demonstrate that for their proposed class location and time, member access and DMS-sponsored class scheduling will not be materially impacted. (e.g. the class is proposed for Tuesday nights, where the proposed work area is utilized less than 20% of the time).
  8. Class instructor must provide a brief introduction to DMS and offer a tour of DMS to any non-member attendee.
  9. Member Sponsor must ensure all guests have signed a waiver.
  10. All events must be posted on the DMS events calendar.
  11. Outside events must not prop open any badge access door unless prior arrangement is made.
  12. No facility use fee is currently assessed for 3rd Party Sponsored classes. The board, treasurer, and education coordinator will annually re-evaluate whether the current membership acquisition and community outreach value exceed the marginal cost of facility utilization.
